President Rodrigo Roa Duterte addresses his fellow Leaders in the Second Plenary Session: COVID19 and SocioEconomic Recovery and Development on the final day of the 13th AsiaEurope Meeting (ASEM13) Summit via virtual convention on November 26, 2021.
In his intervention, President Duterte relays the massive disruption caused by the Coronavirus Disease 2019 (COVID19) pandemic to the Philippines, reversing the country’s economic gains in previous years.
He stresses the worsening effects of climate change to the Philippine archipelago that is sinking four (4) times faster than the global average rate. As such, he calls on his counterparts to work together for inclusive recovery and urgent climate action, particularly climate justice through fulfillment of commitments in climate financing, technology transfer and capacitybuilding without political preconditions. According to the President, the world’s transition to clean energy cannot be at the expense of the developing world’s growth and prosperity.
The Chief Executive reiterates the Philippines’ keen interest to resume negotiations on a Free Trade Agreement (FTA) with the European Union (EU) and urges all ASEM partners to support an open and fair trading system under the World Trade Organization (WTO). Likewise, he emphasizes the importance of resuming crossborder travel to reinvigorate economies; having a vaccine certificate recognition that is scientific, nondiscriminatory and compliant with World Health Organization (WHO) guidelines; and focusing on preparedness and resiliency as COVID19 will not be the last pandemic.
